Note: When Waters was detained in the back of my patrol car, I had activated my ICOP from the body unit to record his occupancy. Just prior to this, myself and had needed to switch cars while at the jail. I did not realize I was still wearing the ICOP from her patrol car which was squad 10, so the audio of the incident is recorded on squad 10 and there is no physical video of waters detainment in the back of my car which was P4. As winter settles in, the prospect of vehicle v deer collision becomes a more frequent occurence as deer become more active at night. Yesterday, 12-6-17 a deputy was slightly injured after becoming involved in a "secondary deer collision." The crash took place in the 1600 Block of Briarwood LN NE in the City of East Bethel. A deer ran out in front of an oncoming vehicle and was struck. The impact of that collision sent the deer air bound where it crashed through the windshield of the oncoming patrol car. If my office does not have this data, then we are unable to give it to you. If Anoka County possesses the data, it does NOT mean that the Sheriff’s Office does. We are not one in the same, as I do not oversee “Anoka County”.

And this is the Sheriff's dept data that Anoka County Deputy County Administrator Dee Guthman said could only be mailed to me on a CD, right? Pursuant to your second data request, attached to this email are items #2: Anoka County Sheriff’s Office Voluntary Consent Form and Jail Policy Manual.

For Item #1: In-car video of secondary deer crash, I am having that data pulled from our video system. If the file size exceeds 25 mb, I will not be able to email it as our system doesn’t allow attachments that large. I will burn the video to DVD and you may pick it up. There will be a $3 fee to have that done. If the file is smaller than 25mb, I will email it to you.


With regard to #3, as I stated in my first email to you, the Anoka County Sheriff’s Office has no data on the Coon Rapids Police Departments GPS squad coordinates and no records of their in-car video systems maintenance. The Coon Rapids Police Department is an independent, municipal law enforcement agency and the Anoka County Sheriff’s Office has no authority, supervision or influence upon them. If you’ve been advised that the Anoka County Sheriff’s Office has records relating to the Coon Rapids Police Department, then you’ve been advised in error. For all requests relating to the Coon Rapids Police Department, you need to address the Coon Rapids Police Department.


#4. I have checked with our IT department for Arbitrator microphone issues. If there are any such records I will provide them by email.


#5. The Anoka County Sheriff’s Office has not received any Department of Justice Grants for the years you specified (2015-2018) We have no grant applications, grant proposals to provide. Again, if the Coon Rapids Police received this funding, the documents you specified must be obtained from the Coon Rapids Police Department.
