Below is the evidence for my criminal complaint (Chapter 13.09 & 609.43) against U of M's attorneys Donohue, Smith & Susan McKinney, CRM MGDPA Responsible Authority for violation of the Minnesota Data Practice Act. See links and attachments.

U of M's unofficial vigilante smear campaign - UMM's Prof Paul "Appeals To Ridicule" Myers?
A police report! There have been multiple requests demanding that the university release all their information on the nefarious PZ Myers, and as a courtesy, I get sent the replies. So campus authorities have sent me the complete report on their investigation into the heinous theft and vandalism of the Morris North Star. http://freethoughtblogs.com/pharyngula/2015/12/07/what-about-the-morris-northstar/
What about the Morris Northstar? In light of Comma’s ongoing obsession, falsely accusing me of stealing or defacing the obnoxious, racist, far right wing alternative campus paper, the Morris Northstar, I thought you might be interested in the status of that rag. Here’s one of their racks: ... 13. PZ Myers 7 December 2015 at 11:00 am They’re generic racks — the same style are scattered all over campus. They’re usually used for the University Register + the sporadic eruptions of stupid alternatives. The one in the photo is in a high traffic area of the student union, so I guess they thought they’d need a dedicated Northstar rack. They didn’t. And now I suspect that the real student newspaper avoids that labeled rack like it was poisonous. Maybe somebody should just remove the sign. Not me, though, because I’d probably be handcuffed and arrested and beaten in the police car on the way to prison.  PZ Myers 7 December 2015 Fools, Tools, Kooks, and Goons

Andrew Olson, Director of Appointment, Commission on Judicial Selection (651) 201-3413:

Chapter 13 data request - Please email me the following readily available free electronic public data:

1. Emails for current board members of the Commission on Judicial Selection format. http://mn.gov/governor/appointments/judicial-appointments/commission-members.jsp
2. Commission on Judicial Selection' policy and procedure manual, code of ethics, not public data inventory and data practice manual.
3. 2015 (or current) notification to Commissioner of Administration that the Commission on Judicial Selection has adopted the Model policies.
4. The original data allegedly (please include any/all metadata, okay?) from Lee Sheehy Chair Commission on Judicial Selection that was sent by you on Tue, Dec 8, 2015 at 4:53 PM via Andrew.C.Olson@state.mn.us.
5. Any/all data on the decision to not release At-Large Board Member Tracy M. Smith's status in the Commission on Judicial Selection's December 4, 2015 press release announcing Tracy M. Smith's appointment to a vacancy on the Minnesota Court of Appeals & Commission on Judicial Selection's November 25, 2015 press release recommending Tracy M. Smith for the vacancies on the Minnesota Court of Appeals. (Hardly transparent, right? Sounds like you had a hidden agenda, doesn't it? Pre-ordained appointments?)
6. "We do not have responsive data pertaining to your request." Does this technical mumbo jumbo mean that technically you don't have the data on the Commission on Judicial Selection board member's current open appointment applications and the Commission on Judicial Selection's Operating Budget, FY 2014-15 but you are willfully refusing to forward the request to the proper agency and or willfully refusing to give me the contact information (name, address, email address, phone number) for the proper responsible authority? Inquiring minds want to know, don't they?
7. Any/all data on the decision to suddenly and mysteriously deviate from appointment protocol after pre-Thanksgiving/November 25, 2015 press release's announcement that the appointments will be made following an interview process over the coming weeks. (Hardly transparent, right? Sounds like you had a hidden agenda, doesn't it? Pre-ordained appointments?)

Right to access public data The Government Data Practices Act (Minnesota Statutes, Chapter 13) presumes that all government data are public unless a state or federal law says the data are not public. Government data is a term that means all recorded information a government entity has, including paper, email, flash drives, CDs, DVDs, photographs, etc. Data Practices Policy for Members of the Public. Policy required by Minnesota Statutes, section 13.025 (2015) Page 2. http://www.ipad.state.mn.us/docs/accesspolpub.docx

In addition, we are not required under the Government Data Practices Act to respond to questions that are not specific requests for data. Data Practices Policy for Members of the Public Policy required by Minnesota Statutes, section 13.025 (2015) Page 8. http://www.ipad.state.mn.us/docs/accesspolpub.docx

If you do not understand some of the data (technical terminology, abbreviations, or acronyms), please let us know. We will give you an explanation if you ask.  Data Practices Policy for Members of the Public Policy required by Minnesota Statutes, section 13.025 (2015) Page 3. http://www.ipad.state.mn.us/docs/accesspolpub.docx

Data Practices Policies
Minnesota Statutes, Chapter 13, requires that each government entity establish a number of policies that govern the treatment of government data.
Right of access to government data
Each government entity is required to have two policies about access to government data.
One policy must explain the rights of the public (Model Policy for the Public). NOTE: Data about a member of the public requesting access to public data are presumptively public. Entities are not required to note that in their policy, but may choose to do so. http://www.ipad.state.mn.us/docs/accesspolpub.docx
The other policy (Model policy for Data Subjects) must explain the rights of data subjects. http://www.ipad.state.mn.us/docs/accesspolds.docx
IPAD developed a worksheet to help create the policies. http://www.ipad.state.mn.us/docs/accesspolworksheet.docx
Entities adopting the model policies linked above must notify the Commissioner of Administration and may do so by using this notification.
Not public data inventory http://www.ipad.state.mn.us/docs/accesspol-adopt.docx
A government entity is required to create a document that identifies and describes any private or confidential data maintained by the entity. The Department of Administration's Data Inventory meets this requirement.
