JACKSON was assisted back into his wheelchair and escorted out of the facility back to the police squad and driven to St. Luke's where he was given care for his injuries and was transported to St. Louis County Jail where he was booked for 4th Degree Assault. At the end of JOUPPI's report, it states that he retrieved a DVD copy of the security footage from inside the detox facility and placed it into evidence by JOUPPI.  A search of the property and evidence records show no property being placed into evidence by JOUPPI. After the viewing of the video and consulting with City Attorney, command staff and use of force instructor Sgt. Shene, it was determined that the force that Officer JOUPPI used was excessive and that at least 5th Degree Assault had occurred on Mr. JACKSON by Officer Jouppi. A criminal investigation was ordered by Deputy Chief Tusken and I, Lt. Kazel, was appointed to lead that investigation. The following report will detail my findings during that investigation. On 09/25/2012 at 1520 hours I, Lt. Kazel along with Investigator Saletel, went to the St. Louis County Jail and met with ANTHONY JACKSON. Due to the fact that JACKSON was in custody, I read JACKSON the Miranda warning. JACKSON understood the Miranda warning and agreed to speak to me. Once they were in ER room, they uncuffed JACKSON, loosened his cuffs, and cuffed him to a chair while the doctor stitched him up. ICR# 12187930 by Lt. Kazel Reported date: 09/24/2012. Page 10 of 15.


During transport JACKSON continued to be verbally abusive toward Peterson and and insisted that he needed to go back to San Marcos and didn't approve of the fact that they were bringing him to jail. Once they arrived at the jail while they were taking him out of the car inside the car sally port for the jail, Peterson said JACKSON said to her 'you're lucky that I'm in handcuffed, otherwise I'd punch you too'. Peterson doesn't believe the comment was captured on the L3 in-care audio video camer due to the fact that they were outside of the car when the statement was made. ICR# 12187930 by Lt. The first written document of evidence from this case is medical information from St. Luke's Hospital from 09/21/21/2012 on the patient of ANTHONY J. JACKSON. I, Lt. Kazel, received written consent by JACKSON to retrieve the medical records from his visit to St. Luke's Hospital on 09/21/2012. JACKSON was verbally uncooperative when we arrived at St. Lukes, but he did get out of the squad and into a wheelchair to be brought into the hospital. Inside, I was told by hospital staff the laceration on his forehead was indeed an old injury which they had patched up last week, gluing it to stop the bleeding. Officer Jouppi and I waited while JACKSON's forehead was stitched. During that time I did take a picture of Officer Jouppi's face were I could see two small marks right under his left eye where it appeared to small blood vessels had broken. ICR# 12185014 Officer A. Once JACKSON was secured I noticed that he had a laceration on his forehead. Officer Peterson transported JACKSON to St. Luke's where it was determined he had a previous laceration which had been medically glued, reopened during the scuffle with me at detox. Officer Peterson used my POSCI camera to document scrapes and redness near my left eye forehead area.  Jackson was medically cleared and Officer Peterson transported him to St. Louis County Jail where he was lodged for 4th degree on an officer with demonstrable harm, 609.2231.1, a felony. I am excited to announce I’m a finalist in the search for a new police chief in Wichita, Kansas. The thought of leaving here is bittersweet. I grew up in Duluth, have deep, deep roots here and look forward to coming to work at DPD every day. I am very proud of where Duluth PD is today.
A lot of the policing issues facing Wichita match my skill set and passions that we have been successful in addressing. Wichita is a friendly, welcoming community that has captivated my interest and offers new challenges.
I am grateful to Mayor Ness, David Montgomery and Mayor Elect Larson for their support.

JACKSON was assisted back into his wheelchair and escorted out of the facility back to the police squad and driven to St. Luke's where he was given care for his injuries and was transported to St. Louis County Jail where he was booked for 4th Degree Assault. At the end of JOUPPI's report, it states that he retrieved a DVD copy of the security footage from inside the detox facility and placed it into evidence by JOUPPI.  A search of the property and evidence records show no property being placed into evidence by JOUPPI. Inside the room you could see a Native American male in a wheelchair along with Duluth police officers identified as Officer Jouppi and Officer Peterson. CR# 12187930 by Lt. Shene, it was determined that the force that Officer JOUPPI used was excessive and that at least 5th Degree Assault had occurred on Mr. JACKSON by Officer Jouppi. A criminal investigation was ordered by Deputy Chief Tusken and I, Lt. Kazel, was appointed to lead that investigation. The following report will detail my findings during that investigation. On 09/25/2012 at 1520 hours I, Lt. Kazel along with Investigator Saletel, went to the St. Louis County Jail and met with ANTHONY JACKSON. Due to the fact that JACKSON was in custody, I read JACKSON the Miranda warning. JACKSON understood the Miranda warning and agreed to speak to me. During transport JACKSON continued to be verbally abusive toward Peterson and and insisted that he needed to go back to San Marcos and didn't approve of the fact that they were bringing him to jail. Once they arrived at the jail while they were taking him out of the car inside the car sally port for the jail, Peterson said JACKSON said to her 'you're lucky that I'm in handcuffed, otherwise I'd punch you too'. Peterson doesn't believe the comment was captured on the L3 in-care audio video camer due to the fact that they were outside of the car when the statement was made. ICR# 12187930 by Lt. The first written document of evidence from this case is medical information from St. Luke's Hospital from 09/21/21/2012 on the patient of ANTHONY J. JACKSON. I, Lt. Kazel, received written consent by JACKSON to retrieve the medical records from his visit to St. Luke's Hospital on 09/21/2012. JACKSON was verbally uncooperative when we arrived at St. Lukes, but he did get out of the squad and into a wheelchair to be brought into the hospital. Inside, I was told by hospital staff the laceration on his forehead was indeed an old injury which they had patched up last week, gluing it to stop the bleeding. Officer Jouppi and I waited while JACKSON's forehead was stitched. During that time I did take a picture of Officer Jouppi's face were I could see two small marks right under his left eye where it appeared to small blood vessels had broken. ICR# 12185014 Officer A. Once JACKSON was secured I noticed that he had a laceration on his forehead. Officer Peterson transported JACKSON to St. Luke's where it was determined he had a previous laceration which had been medically glued, reopened during the scuffle with me at detox. Officer Peterson used my POSCI camera to document scrapes and redness near my left eye forehead area.  Jackson was medically cleared and Officer Peterson transported him to St. Louis County Jail where he was lodged for 4th degree on an officer with demonstrable harm, 609.2231.1, a felony.
