Agents of the Minnesota Bureau of Criminal Apprehension, Glenwood Police Department, Pope County Sheriff’s Office and the West Central Minnesota SWAT team, Douglas County Swat team, Minnesota State Patrol, law enforcement officers from Grant, Swift, Stevens and Douglas counties as well as an FBI agent, conducted a full search of the hotel. A 911 call to the Yellow Medicine County Sheriff’s Office resulted in the search of the America’s Best Value Inn, a hotel located on state Highway 28 in Glenwood. The tip, deemed credible by law enforcement, described a man matching Dikken’s description. ...“Once it was deemed a credible report, we took it seriously and followed up on it,” Danter told the Pope County Tribune Thursday afternoon. … After the hotel search, it was determined that the tip was unfounded, and Dikken was never at the hotel or even in Glenwood, Danter said Friday morning. Agents from the South Dakota Division of Criminal Investigation on Tuesday morning were at the 800 block of Ninth Avenue in Clarkfield in western Minnesota to interview an individual regarding an ongoing investigation in South Dakota, and the Yellow Medicine County Sheriff's Office was providing security assistance. During the interview, the person being interviewed produced a handgun. The interviewing officers began to struggle with the person, and during the struggle, the gun discharged. Nobody was hurt during the struggle or from the weapon discharge, according to Flaten. Handgun fired during law enforcement interview in Clarkfield, Minn. Tabby was notified that the call was being recorded, wasn't she? Tabby wasted my valuable time (About 10 minutes, right?) and insulted my intelligence instead of giving me the readily available free electronic public data, didn't she? Then on the pretense of seeing if Janel Timm, Director (320) 564-3132 was available to speak with me, Tabby dumped me to Timm's voicemail, didn't she? She did, didn't she? And then the main line for the Yellow Medicine Co's Administrator's office dumped me to voicemail, didn't it? Sounds like a clear, precise and unquestionable attempt to subvert the data practice laws, doesn't it? It does, doesn't it?

The responsible authority, upon the request of any person, shall provide sufficient documentation to explain and justify the fee being charged. (e) The responsible authority of a government entity that maintains public government data in a computer storage medium shall provide to any person making a request under this section a copy of any public data contained in that medium, in electronic form, if the government entity can reasonably make the copy or have a copy made. (f). Upon the request of any person denied access to data, the responsible authority or designee shall certify in writing that the request has been denied and cite the specific statutory section, temporary classification, or specific provision of federal law upon which the denial was based. Subd. 2. Procedures. (a) The responsible authority in every government entity shall establish procedures, consistent with this chapter, to insure that requests for government data are received and complied with in an appropriate and prompt manner. 13.05 DUTIES OF RESPONSIBLE AUTHORITY. Subd. 12.  Identification or justification.  Unless specifically authorized by statute, government entities may not require persons to identify themselves, state a reason for, or justify a request to gain access to public government data. A person may be asked to provide certain identifying or clarifying information for the sole purpose of facilitating access to the data.
