It looks like I threw a monkey wrench into not one, not two, not three but six DNR criminal cases, doesn't it? It does, doesn't it?

Six DNR criminal cases that the DNR is trying in the court of public opinion/media, right? That's right, isn't it?

Mr. Karpan: I do have one request. Um, I've not asked for this before, I'm not sure how to handle it, but the Department of Natural Resources as they've done in the past has seen fit to do a press release, and officer Osborne has answered questions for the newspaper. My client – all the facts of the case are in the Echo Press, on the radio and in sporting magazines. Not only are there quotes in there that aren't - - I mean I know the State has a right to release incident data I think it's called.

Under Chapter 13.82, investigative data is not to be released. Well, there are pictures allegedly of my client's fish all over the Echo Press. Everybody in town is talking about it. I don't know if I'll have to make a change of venue motion eventually. I'll have to see how this plays out in a few months.

But under 13.82, there's no way the DNR is supposed to be releasing pictures of evidence to the newspaper. It prejudices my client. It prejudices all of us. It makes it impossible to get a fair trail. So I'm asking the Court to order the Department of Natural Resources to not discuss this case any further until it's done.

The DNR rigs the court case by submitting confidential criminal investigative data to the lap dog media, don't they? They do, don't they? That's what the DNR did in the case of Ronald Johnson's rigged Case No. 21-CR-13-51, isn't it? It is, isn't it?

The lap dog media are just stenographers and cheerleaders for the corrupt local officials, aren't they? They are, aren't they?

The Brainerd Dispatch (Forum Communication Company) was more than willing to print the confidential pictures of the fish allegedly caught by the Emmons & Wright families, weren't they? They were, weren't they? No questions asked, right?

In fact, Detroit Lakes Newspaper Editor Nathan Bowe (Forum Communication Company) was surprised in our Friday, August 28, 2015 phone conversation that I would even question the DNR's procedures, wasn't he? He was, wasn't he?

VI. Contents of Law Enforcement Reports Officers preparing law enforcement reports shall include: 1. The summary shall be sufficiently detailed to enable the reader to form an accurate mental impression of the events being described. 2. The summary shall include exculpatory as well as inculpatory evidence. The one thing that Detroit Lakes Newspaper Editor Nathan Bowe (Forum Communication Company) really wanted to know was if I had spoken to the Emmons & Wright families, wasn't it? It was, wasn't it?

V. Principle Two Conservation Officers shall refrain from any conduct in an official capacity that detracts from the public’s faith in the integrity of the criminal justice system. B. Rules 3. Conservation Officers shall truthfully, completely, and impartially report, testify, and present all evidence, including exculpatory evidence, in all matters of an official nature. And my response was that I didn't want to answer that question, wasn't it? It was, wasn't it?



Editor Nathan Bowe was worried that I had some inside information, wasn't he? He was, wasn't he? Something that Bowe knew that the corrupt local officials would want him to find out about, right? That's right, isn't it?



I had informed Editor Nathan Bowe that I had a copy of Incident Report # 15010037 for the alleged incident on Upper Cormorant Lake, didn't I? I did, didn't I? I also informed him about the informed consent form that I had received from the DNR, didn't I? I did, didn't I?


Just by reading the incident reports you could see that there were all sorts of problems case, couldn't you? You could, couldn't you? You could if you weren't a stenographer and a cheerleader for the corrupt local official, right? That's right, isn't it?


One of the most glaring problems with the case is the lack of technology in the case, isn't it it? It is, isn't it?



There are four (4) DNR officers on the case, aren't there? There are, aren't there?


Yet, the incident reports indicate only one (1) audio recording, doesn't it? It does, doesn't it? Where are the other (3) three, huh? Hidden? Destroyed?

450.5.2 SURREPTITIOUS USE OF THE PORTABLE RECORDER Minnesota law permits an individual to surreptitiously record any conversation in which one party to the conversation has given his/her permission (Minn. Stat. § 626A.02). Members of the Office may surreptitiously record any conversation during the course of a criminal investigation in which the member reasonably believes that such a recording will be lawful and beneficial to the investigation. This DNR "sting" wasn't a spur of the moment operation, was it? It wasn't, was it? So where are the other (3) three audio recordings, huh?



This sounds like the two (2) officers in the case of Ronald Johnson's rigged Case No. 21-CR-13-51, doesn't it? It does, doesn't it?


Two (2) officers but only part of an audio recording, right? That's right, isn't it?


The part that is mysterious missing is the part that allegedly grants the corrupt DNR officer permission to search, right? That's right, isn't it?


Will that be the case here? That might be a little harder this time, right?


Why you ask? Because this time I have the primary DNR officer William Landmark explaining to me the proper procedure for audio recording, don't I? I do, don't I? Excerpts are found here, aren't they?

Another glaring problem with the allegedly legal searches and seizures are two (2) different accounts of how permission was obtained to search Anthony Emmons', isn't it? It is, isn't it?

CO Joseph Stattleman's account of how he gained permission to search Anthony Simmons' cabin is not backed up by an audio recording, is it? It isn't, is it?

What happened to CO Joseph Stattleman's audio recording? Hmm? Destroyed? Disappeared?


And, of course, the real troubling part of the incident report is that according to Landmark's report Stattleman was already in the cabin when he asked permission to search the cabin, right? That's right, isn't it?


Must be why there is no mention of anyone in the incident report signing a voluntary consent to search form, huh?


And if this fairy tale had gone exactly how it was portrayed in the conflicting accounts, then why not get a signed voluntary consent to search, huh?


If the the Emmons & Wright families were as cooperative as the conflicting accounts say, then why didn't the the Emmons & Wright families sign a voluntary consent to search form, huh?


Getting the suspect to sign a voluntary consent to search form is part of the DNR's proper procedure, isn't it? It is, isn't it?


Yet, there is no mention of the voluntary consent to search in the conflicting accounts, is there? There isn't, is there?


Sounds suspicious, doesn't it? It does, doesn't it?



So Editor Nathan Bowe should have had plenty of reason to be suspicious of the DNR's conflicting accounts without ever speaking to the Emmons & Wright families, right? That's right, isn't it?


Editor Nathan Bowe was informed that he should be contacting the DNR and the the Emmons & Wright families about these problems with the case before the Monday, August 31, 2015, arraignment, wasn't he? He was, wasn't he?


And even though Editor Nathan Bowe had the incident reports and the consent to search form sent to him on Friday, August 28, 2015 at 2:20pm, Editor Nathan Bowe didn't acknowledge receipt of the incriminating documents until Saturday, August, 29, 2015 at 1:44pm, did he? He didn't, did he?


I thought that was suspicious, didn't I? I did, didn't I?


Especially, when this would have the potential to be a front page story about a scandal that involved the Minnesota Department of Natural Resources, right? That's right, isn't it?


What was even more suspicious was the fact that Editor Nathan Bowe was on my website on Saturday, August, 29, 2015 at 1:44pm until Saturday, August, 29, 2015 at 1:44pm until 8:31pm looking at links for "Good Ol Boy" Jacobs Tellers of the rag called the Fergus Falls Journal & Fergus Falls City Council Member Timothy Rundquist victim of "Culpable Negligence", wasn't it? It was, wasn't it?


How could Editor Nathan Bowe be calling the DNR or the Emmons & Wright families if he was playing on my blog for so long, huh? He couldn't, right?


The real reason I called Editor Nathan Bowe was to make sure that Bowe's "good ol boy" buddies at the DNR and at the corrupt Becker county attorney's office knew that I hadn't quit, wasn't it? It was, wasn't it?


You can't trust the lap dog media, can you? You can't, can you? Just like you can't trust any arrest, prosecution or conviction in lawless Becker county, right? That's right, isn't it?
