Do you remember way back to October 1, 2013 when John Lom filed a personnel complaint against Itasca County Sheriff Vic Williams & Itasca County Attorney John Muhar?

I would like to thank you for the incriminating statements that you made in your letter dated January 14, 2014:


The county employees referenced in your complaint were at your place of residence in response to interference with a 911 call. As a matter of policy, these calls require a mandatory response. As you are likely aware, 911 calls related to domestic abuse incidents are the most difficult and most lethal of all calls in which law enforcement respond. Officers literally put their lives in danger responding to these calls. They don't know which calls are going to turn out to be a child playing with the phone and which ones are going to be lethal domestic assault. Trish Klein, Itasca County Administrator. You said that responding to 911 is a matter of policy, didn't you? I want a copy of the Policy and Procedure manual for the Itasca County Sheriff's Office.


I also want a copy of the dispatch audio traffic and dispatch logs from 4:00 am to 10:00 am on July 24, 2013. 13.82 Comprehensive Law Enforcement Data. Subd. 4. Audio recording of 911 call.


Why do I want that? It just might be that Itasca County Sheriff has a policy on a mandatory response to 911 call for domestic abuse. However, it would appear that the application of that alleged policy is arbitrary and capricious:


arbitrary adj. Determined by chance, whim, or impulse, and not by necessity, reason, or principle.

It is a matter of the public record that the Itasca County Sheriff's department arbitrarily and capriciously applied this alleged policy in a July 24, 2103 in a 911 call the resulted in a murder, didn't it?


According to the criminal complaint, the Itasca County Sheriff’s Office received a 911 call around 9a.m. on July 24, reporting that Smith was dead in the bathtub of her Deer River home. ...The criminal complaint stated that authorities spoke with neighbors and that three of them reported hearing screams or cries around 4 a.m. that morning. One neighbor said he heard screams that woke him up, and he called law enforcement, which records show was around 4:24 a.m. The neighbor told investigators that he later saw a large person outside the Smith residence smoking a cigarette. Please don't try to waste my valuable time, insult my intelligence, or waste valuable public resources by trying to coming up with some ridiculous excuse to deny me this public data.

It is a well-documented fact that both you and other public officials from Itasca County are aiding and abetting each other in more than one criminal cover-up, isn't it? It is, isn't it?


It must be remembered that the motivation for all deception is to avoid the consequences for telling the truth; suspects lie to escape being prosecuted, being sent to prison, and having to face family and friends with the disgrace of their behavior. Subd. 4., aren't you? Why? You don't want the world to see that you bungled a 911 call that was directly related to a murder, do you? You are caught on your own dispatch audio threatening the public's safety by refusing to provide 911 service, aren't you? You screen your 911 calls based on race, creed, color, sex, national origin, or socioeconomic status, don't you? Or was it because you were just too busy counting your $99,486.40 over and over again? You are just one cover-up after another cover-up, aren't you?
