I have reason to suspect that I have clear, precise and unquestionable evidence that celebrity1 University of Wyoming student Anthony (Tony) Webster2,3,4,5,6,7,8,8,10,11,12,13 engaged in the criminal act of False reporting to authorities14,15 in violation of Wyo. Stat. § 6-5-210 during the laughable hacking
investigation for Case No. 22-0483. I have reached this logical conclusion based on Webster’s past and present online statements and my email communications and recorded conversations with both UWPD Chief of Police Mike Samp and UWPD Detective Andrew Vielhak. This rational conclusion was also reached by applying the legal concept of spoliation16 of evidence to Samp’s illegal withholding of
Vielhak’s final report of Case No. 22-0483 and final results of my personnel complaint against Vielhak from me.

Case No. 22-0483 is the laughable so-called criminal investigation into credible allegations that celebrity University of Wyoming student Anthony (Tony) Webster engaged in the criminal act of hacking the UW textbook17,18,19,20,21,22,23 entitled: “Putting Communism Into Practice.” UWPD’s allegedly trained observer24 Detective Andrew Vielhak was tasked with being the fact finder25,26 in Case No. 22-0483. I allege that during this laughable investigation Webster, the self-described journalist27,28, informed Vielhak that I was currently engaged in and had previously engaged in the criminal acts of stalking and harassing Webster. And I alleged that Webster made these false allegations to Vielhak with a reckless disregard for the truth and with actual malice29. Both Vielhak and Webster knew or should have know that Webster’s false accusations were made with a reckless disregard for the truth and with actual malice29 because I have never been charged, let alone convicted, of either stalking or harassing UW celebrity student Tony Webster.

Vielhak was provided by me with clear, precise and unquestionable proof30 that Webster had previously swore under oath that I had engaged in the criminal act of hacking Webster’s Twitter account and stalking Webster31,32,33,34. Fact finder Vielhak knew or should have known that I was never charged, let alone convicted, of hacking Webster’s Twitter account or stalking Webster. In fact, I provided fact finder Vielhak with evidence that Webster, the Executive Director for the nonprofit
Goverage, had deleted his Twitter comments which tended to prove that Webster was a paper terrorist35,36 who filed a Strategic Lawsuit Against Public Participation37,38 (SLAPP) against me.

So, fact finder Vielhak knew or should have known that Webster had no problem with perjuring himself to a court or lying to a peace officer in order to defame me and to harass me. According to Wyo. Stat. § 6-5-210 False Reporting To Authorities, Webster engaged in a criminal act by Webster making his false criminal accusations against me to UWPD Detective. Thanks to your corrupt Detective Vielhak Webster has been emboldened to continue with his online, defamatory, smear campaign against me. As recent as 03-09-23 Webster has again falsely accused39,40,41,42,43,44,45 me of the criminal act of stalking him. It just boggles the mind that trained observer Vielhak magically and mysteriously can’t see celebrity UW student Webster engaging in either the criminal activity of hacking or when Webster is making false accusations against me. Especially since it part of a trained observer’s job description is to detect criminals. But, this a prime example of the bizarre behavior that I have been subjected to ever since I have been thrust into Vielhak’s bizarro alternative universe. When an individual files a legitimate
complaint the bare minimum one would expect from law enforcement would be 1. To be treated with

compassion, respect, and sensitivity. 2. To be informed of the status of your case, scheduled hearings, and to participate in criminal justice proceedings.ll. To received information as to legal recourse if subjected to threats and intimidations 47. Yet, I have been subjected to animosity, disrespect, and
insensitivity. I would actually characterize the abusive behavior that I have been maliciously subjected by the UWPD to as a gaslighting 51 session. Part of this gaslighting session was explained in detailed during my 10-28-22 audio recorded conversation with you, Chief Samp 52. That is the conversation
where I informed you that Vielhak didn't want to give me the case number 53 for Case No. 22-0483 nor did Vielhak want to inform me on whether or not Case No. 22-0483 was still open. Of course, you carried on with this gaslighting by willfully refusing to provide me with Vielhak's final report 53,54 for Case No. 22-0483 or my personnel complaint against Vielhak 56,57. And who can forget the deafening
silence from both you and Vielhak when I informed both you and Vielhak of UW celebrity student Webster's attempt to retaliate against me with his certified letters8 for daring to file the hacking complaint. You were supposed to inform me of the legal recourse for such a situation. Yet, neither of you did.

It's funny that the UWPD's policy and procedure manual is rife with impressive sounding policies that are allegedly designed to protect the rights 59,60,61,62,63,64,65,66,67,68 of individuals. Yet, in practice it would
appear that the UWPD's main policy is shielding obviously guilty celebrity students, like your celebrity student Webster 69,70,71,72,73.74,75,76,77,78,79,80,81,82,83,84,85,86,87,88,89,90,91 from any sort of embarrassment or legal consequences. So, if you want to misuse public resources to cover up to Webster's crimes, then that is, of course, your choice. However, you shouldn't be upset when I expose the cover-up 92.
